The number of people with hearing disabilities is a striking statistic that adds a lot of leverage to the proposal at hand. One could suggest that the first paragraph should make it clearer that contrary to popular belief, hearing-impaired citizens are not necessarily (and in fact, most commonly not) fluent in their country's native spoken language. This is said as a given, although I believe many readers will not know this fact.
