What specific problem are you solving?
Haqdarshak addresses the critical challenge of limited awareness, accessibility, and complexity surrounding government welfare programs in India. Despite an annual welfare budget of over $210 billion and more than 800 million eligible citizens, a large portion of benefits remains underutilized due to barriers like complex application processes, lack of information, and high transaction costs. This results in the exclusion of vulnerable populations from essential social protection. Globally, this issue is mirrored by poverty levels, with over 1.3 billion people living on less than $3.10 a day. While regional contexts vary, inadequate access to welfare services is a common thread contributing to ongoing inequality. In its nine-year journey, Haqdarshak has reached over 7 million citizens through a network of trained agents supported by a tech-enabled platform consisting of mobile apps, web portals, and a vast scheme database. However, the application process still relies heavily on manual, agent-led efforts, including documentation, submission, and post-application follow-ups. This dependency limits the scalability and efficiency of the model. Agents spend substantial time on data collection, form filling, and tracking applications, while quality checks remain labor-intensive. To reach its goal of impacting 100 million people by 2030, Haqdarshak must enhance automation, transparency, and user-led processes within its ecosystem.

Haqdarshak is building a unified, digital-first DEAR platform—covering Discovery, Eligibility, Application, and Redressal—to simplify how citizens access government welfare and financial services. This solution brings together multiple services into one seamless, user-friendly system that reduces complexity and improves access for millions. At the core of this solution is the Yojana Card—a QR-enabled digital identity linked to an individual’s real-time eligibility profile. Citizens can scan the card to instantly discover which welfare programs they qualify for and take action—whether it's applying for a benefit, tracking an application, or accessing redressal support. The Yojana Card will also integrate with financial tools and store verifiable digital credentials, making document management and service access more efficient and trustworthy. To deliver this solution at scale, Haqdarshak is leveraging open digital networks like ONEST for scholarships and ONDC for financial products, while offering the platform as a Screening as a Service(SaaS) plug-in to partner organizations. By combining this infrastructure with mobile-first engagement, AI-powered assistance, and its robust agent network, Haqdarshak is enabling a hybrid model that utilizes agent support as well as self-serve methods —bringing us closer to the goal of impacting 100 million people by 2030.

Haqdarshak bridges the gap between underserved citizens and institutions offering welfare benefits. Our tech-enabled platform helps individuals discover, apply for, and access government welfare schemes and financial services they are eligible for. Users can assess eligibility, consolidate documents, apply for schemes, and track progress through a hybrid model—combining digital tools, trained community-based agents, and remote support. We also assist in addressing eligibility gaps by helping citizens secure necessary documentation or improve financial profiles. Our agent network is drawn from the communities it serves, fostering trust and ensuring last-mile service delivery, while also generating meaningful livelihood opportunities, especially for women. This grassroots approach enables both access and economic empowerment. For corporates, CSR programs, and philanthropic institutions, we act as a trusted implementation partner—helping them reach the right beneficiaries effectively and with measurable impact. Our platform also supports financial and digital literacy, building long-term resilience and awareness in communities. For governments, we serve as a delivery bridge between welfare programs and citizens—ensuring inclusive, transparent, and efficient service rollout. With our platform-as-a-service (PaaS) model, we now enable other organizations and changemakers to use our infrastructure to scale their impact—offering a sustainable, tech-driven pathway to inclusive growth and social change.
