"EMUs" are decentralised and interlinked bottom up factory units which can react fast on peak demand for health equipment.

1. Problem: Broken Supply Chains or extrem high prices for medical devices and protective gear lead in a pandemic threat situations to a dramatical increase in deaths and health burden. Local communities are withing days in urgent need of products protecting lives.

2. Solution: A EMU a local manufacturing unit equiped with raw materials, critical machines (e.g 3D Printers, Lasercutter) and knowledge (e.g Open Source Plans), which is capeable to produce materials in need if the health system is predicted to collabse. e.g masks, glasses, suits, desinfection, more general: hospital equipment

3. Scaleability: In an pandemic emergency situation, local adminstrative units (e.g hospitals, municipalities, districts, cities, blue chip companies) can start producing products in need in a local EMUs. It is simply a small factory, which can be an addition to a hostpital or an extra room in a larger commercial factory or a building in a muncipality.

Prepare: An EMU is by desing a ready to use Unit in Case of emergency health security threat.

Respond: Due short preparation time an EMU can react and response quickly to critical equipment in urgent need, which low dependence on global supply chains.

Detection: EMUs have to be connected to pandemic detection systems.
