Simplify access to legal information for Legal Professional and Justice Seekers

Indexa Analytic  is a web-based legal analytic engine to help legal professional and justice seeker to access legal information.  

Problems

In handling cases, legal professional (Judges, Public Prosecutors, and Advocates) need to perform studies or research. For example, when a Judge examines a case, to ensure consistency in verdicts he needs to study whether there have every been any similar cases previously decided by other Judges, as well as the perspective and legal arguments of those judges.  

In the case handling process, legal professional face several challenges. 

First, they face the challenge of understanding the substance of the act that is suspected to be a crime and relating the facts to the elements of the legal articles to be used as the charges. This is especially when the case contains several issues or problems, for example, an issue of permits and environmental protection, or technical issues of infrastructure and procurement of goods and services. 

Second, they face challenges to get trustworthy legal information as baseline for legal document that are produced in the judicial process. Legal information can be access from various sources via government official web, internet, blogs, social media, and various methods. With such diverse legal information available and scattered without any reliable, trustworthy and traceable fact of its sources, legal professional might get lost and get inaccurate legal information. The gathering process of legal information takes time to look for and to align with the needs of legal professional.

Third, they face challenges striving for quality of legal documents that are produced in the judicial process, from preliminary investigation, through indictment, to the verdict. In each of these processes, legal professional are expected to be able to provide legal arguments that are consistent and of high quality in order to create legal certainty. 

These three challenges can be resolved if the data and information needed by legal professional is available, complete, accurate, and accessible to be used in supporting their work (supporting the policy-making process).

With Indexa Analytic engine that can be perform analysis of a large quantity of data more efficiently in the decision-making process. 

Indexa Analytic integrates legal information connect each legal information and presenting in a new way for user experience. Each information displayed interactively with chart, interactive map and interactive dot.Connect each legal information and gives trend in judge consideration, the recurring material in the trial also verdict in case clusters. Utilize cutting edge technology (Machine Learning, AI) to make predictive information of case by using data gathering from legal information and other information which influences court ruling from regulation to media.

Technology approach in Indexa Analytic are Engine and Visualization. 

Engine use machine learning and Natural Language Processing to capture and analyze each court ruling information.Engine also equip with OCR to capture Legal Information in Picture and Media Crawler to get update information from media. 

Visualization use GIS and D3  to utilize data in a new way with Map and Interactive Chart.

We want to finish our Beta in End of 2018,beta test to Civil Society and Government to get feed back. Launch monetize program in Q2 2019 for Legal Professional. 

In Data-Content Process we want to get engine accuracy up to 80% in each Criminal and Judicial Review cases in end of 2018. For civil cases we want to get engine accuracy up to 80% in Q3 of 2019.

Our Target for End of 2018 is finished Legal Analytic Engine and launch Beta for Civil Society and Government and Q2 2019 will go Market to Legal Professional, in the end 2019 will integrate Analytic Engine with Case Management System and E-Government Engine and became Indonesia Legal Information Deck. In End 2020 open market to Cambodia, Laos, Myanmar and Timor Leste and in End 2021 open market to Africa Region.

To approach our target market we will use three channel: 

• Grants Program : To get access in government we saw opportunity to develop program with Development Partner to made intervention using our engine.  
• Social Media : Use LinkedIn promotion campaigns, Facebook, Instagram and Youtube Targeted Ads. 
• Offline Meeting: As part to promote legal and civic tech with Indonesia Regtech and  Legaltech Association and Jakarta Legal Hacker make discussion about Legal, Civic engagement and Technology. 

Right now our impact inside a legal community, helping 2 Legal Civil Society to digitize form Paper to Digital Process and giving analytic process to some of key perform of business process in 2 Legal Civil Society. This process help one of legal civil society to see a disparity in Corruption Case. This give outcome effect for further research to make prosecution baseline in Indonesia Attorney General Office. 

We want to get 50 organization to be our user in end of Q2 2019 and can grow to 250 organization as user in 2021. We also want to reach new user in Myanmar, Laos, Cambodia and Timor Leste in 2021 and get roughly 20 new user from extended market. 

Our team came form Law and Technology, with diverse skill, background and networks. That help us to get resources and give impact for legal ecosystem. 

With capability in Design Thinking, Data Science, Natural Language Processing, Criminal Justice, Procedural Law, Statistic, Impact Measurement, advance UI and UX Design and GIS. To make innovative approach in legal ecosystem. 

Also collaboration with Civil Society and Government help us to get more resource and also give more impact to society. 

In the early stage of this project, Indexa Analytic will sell some bulk data to selective partner. Also we do cross subsidize with another Indexa project and product.  

In the future we plan to commercialize with subscription plan for legal professional, academia, civil society and policy maker. We also plan partnership with development partner, International donor to give subscription for government (through subsidies/support for the subscription plans). 

Indexa is a company with vision to change Indonesia legal ecosystem through technology. We project to reach 250 organization by the end of 2019. We believe that in this current stage we need mentors and supports that would help us to scale our technology particularly to use AI for legal analytic. We also need support in terms of connecting with experts in computational law as such expertise is very limitedly available in Indonesia.

Lack of Acknowledgement from legal professional in Indonesia and South East Asia for legal tech. Some of legal professional afraid that their job will be replace by machine. 

There are lack of understanding in Machine Learning and Artificial Intelligence in Indonesia legal ecosystem. We hope through Solve can be key to give acknowledgement in Analytic Process and Indexa product.
