What specific problem are you solving?
In West Kentucky and across the U.S., disasters repeatedly reveal a critical gap: the lack of locally driven systems to coordinate equitable, timely recovery. When tornadoes struck our region in 2021 and 2024, survivors faced prolonged delays—not due to a lack of resources, but because information was fragmented, leadership unprepared, and systems disconnected. Nationally, FEMA reports that over 60% of households have no disaster plan. Recovery timelines are longest for low-income and marginalized communities, who are often last to receive support and first to be overlooked. The Disaster Aware & Ready Communities Initiative (DARCI) addresses this structural failure. DARCI empowers communities before disaster hits by equipping them with the tools, training, and data systems they need to respond effectively. It enables families to store critical documents in advance, supports local leaders with real-time coordination tools, and connects nonprofits and agencies around shared goals. DARCI doesn’t duplicate existing systems—it strengthens them, filling persistent gaps in communication, preparedness, and recovery. It places practical, tech-enabled tools directly into the hands of local leaders and residents, helping them act faster, rebuild smarter, and reduce harm. DARCI is shaping a future where resilience is locally driven and recovery begins with those closest to the crisis.

DARCI does this by giving people disaster information, training local leaders to plan and respond, helping different groups work together, and making it easier to manage resources effectively. DARCI is a simple tech tool that helps communities keep important papers safe, make disaster plans, and quickly share information after bad things happen. The Disaster Readiness Center of West Kentucky (DRC-WKY) uses DARCI to give communities the know-how and supplies to get back on their feet, lessen the harm from disasters, and make recovery smoother. So, instead of struggling with outdated methods, communities use DARCI to take control and build a stronger, more resilient future.
Who does your solution serve, and in what ways will the solution impact their lives?
This initiative serves disaster-prone communities in the Purchase Area of West Kentucky, which includes Ballard, Carlisle, Fulton, Hickman, and McCracken counties. These areas face significant challenges, such as limited access to healthcare and economic hardships. For example, Fulton County has only one primary care doctor for every 6,512 residents, compared to the state average of 1,601 residents per doctor. Housing insecurity is also a major issue, with up to 18% of adults in some counties struggling to find stable housing. Our solution directly addresses these challenges by equipping communities with tools and training to prepare for and recover from disasters more effectively. By providing secure document storage, creating personalized emergency plans, and improving communication between local organizations, the program helps reduce recovery times and ensures resources are used efficiently. This initiative also fosters collaboration among community groups and agencies, ensuring that even underserved populations receive the support they need. Ultimately, our goal is to build stronger, more resilient communities that can recover faster and thrive despite adversity.
