Pitch:

Everyone has the means to self-identify using biometrics they have at birth. We recognize loved ones by how they look, the sound of their voice, and by what they write. You are born with (at least most people) fingerprints, the ability to speak, eyes, blood and veins. The elements that indicate life can now be used with current computer and phone technology to quickly and securely identify an individual. 

Our solution simply digitizes the known and makes it available solely to the user. The user pays for it, can access it anywhere and owns it.Payment will be made when system is only when the systems is accessed. To accommodate the poor, Jubilee will seek moneys from Foundations to subsidize the cost of enrolling the millions of people who cannot afford the solution in the hope that they can contribute incrementally when they use the system. The Jubilee ID Platform has a Jubilee Data component that users can access and audit via their own biometric. Jubilee Data exists to counter the Palantir's and NSA's of this world, by providing users with a data repository they control. 

Designed for people and countries with low/no/minimal infrastructure - Jubilee ID will take anyone. Individuals can tell us where they are from and Jubilee with compare it against international commercial databases for accuracy. Enrollment is done over any smartphone using the Jubilee app. On begins the ID process by enrolling your fingerprint/picture/signature. You will be able to add key pieces to your privacy profile at the local Jubliee ID office (in any country in the world) once it is established. 

JubileeID consists of Thumbprint, Voiceprint, Image, Signature, Iris, Vein Scan, Dental Records+(for carbon dating age), DNA+Blood Type.  One starts a privacy ID once you get a passport or government ID. The other elements of your profile can be voluntarily given beginning at 18 years after you have undergone Jubilee ID training. ID information given via a smartphone will be taken at face value and verified against government agencies.

Jubilee ID markers will be individually encrypted and attached to a block-chain and stored in the cloud on servers in at least three different countries to provide fail-safe protections.

Jubilee Identity is a U.S. Corporation. Jubilee Identity will be a Delaware C Corp with a B Corp (Non-Profit) arm founded by the privacy community. 

Usecase:  #1 Major Disaster Identification. 

Usecase: #2 Interim ID for Citizens from Non-Functioning Nation States.

Usecase: #3 - Add Jubilee ID Licensing. This will allow a user to add a Jubilee ID to property, music licensing and image licensing via QR code from your smartphone or computer

Use of ML and AI will be limited. Algorithms are to be carefully chosen at Jubilee Summits after extreme vetting and consensus by the Privacy & Hacker Community.

Jubilee ID will operate on a new privacy paradigm that exceeds GDRP and California Privacy laws. Companies that seek to use the JubileeID for login purposes or JubileeData will be encouraged to abide by the new privacy paradigm

What makes the solution innovative:

The solution is innovative because it seeks to build around privacy before everything else. Building a market based privacy solution that creates a new paradigm. It upends the current business model where you are the product and you are farmed for your data.

The solution will be designed to exceed all current solutions, by reaching out to academia, the open source community, corporations, the privacy and hacker communities to get the best available solution. 

The solution is simple. It requires no proprietary card or technology. You give up your biometric to log in with your biometric.

How the solution demonstrates 'privacy by design':

When launched, the Jubilee platform will only ask you to call one number or download one app to get going. Jubilee software will use the best in breed in privacy design - encryption, salting, minimal data collection, randomized numbers and tokenization to protect the user. 

You will be able to add key pieces to your privacy profile at the local Jubliee ID office.

The Jubilee ID consists of Thumbprint, Voiceprint, Image, Signature, Iris, Vein Scan, Dental Records+(for carbon dating age), DNA+Blood Type.  You can begin your Jubilee ID once you get a passport or goverment ID. The other elements of your profile can be voluntarily given beginning at 18 years old

This  biometric data will be individually encrypted and attached to a  blockchain and stored in the cloud on servers in at least three different countries. 

User education is a key component to protect the users base against spoofing emails, social engineering and privacy violations. The solution will be frequently audited by the privacy and hacker community to ensure viability.

How the solution can be incorporated into digital identification systems:

Jubilee ID will utilized existing digital systems, complementing them and streaming and alining them with newer systems. It will follow all ISO standards and related standards. It will be open to privacy and governmental audits

How the solution is 'user-friendly':

When launched, the Jubilee platform will only ask you to call one number or download one app to get going.

Users can log in or call to get verified on any device. A key piece is the overlapping biometrics. One can use voice, or fingerprint or the signature along with your picture to create a layered identification approach. 

This will allow persons with disabilities, burnt fingers or a hoarse voice to use an alternative biometric to log in.

How the solution ensures interoperability:

Every effort will be made to avoid vendor lock-in. The JubileeID team will be based from within the privacy community and will have companies contribute their IP on an open source basis as the solution is built. Open API's will be published. The entire solution will be tested publicly and robustly before it is rolled out to the public.

How the solution accounts for low connectivity environments and for users with low literacy and numeracy levels:

When launched, the Jubilee platform will only ask you to call one number or download one app to get going.

It can be used on feature phones by using voice biometric verification and PIN numbers.

Users with low literacy and numeracy will be able to view instructional videos on low cost android phones, and will benefit from a robust billboard campaign for the feature phone (non-digital) phone set.

If necessary, the goal would be to provide a low connectivity device and make this available for sale.

Vision over the next three to five years to implement or grow the solution to affect the lives of more people:

The solution is built for first to third world. As a result as technology improves the solution will continue to scale to match the features that become available. Users will be able to scale back if necessary to feature phone or lower capacity devices due to the solutions inherent design. Where necessary much of the work will be offloaded to the cloud. Where necessary whatever features could be embodied within the device (Secure ID chip) this will be adopted. By bringing together the best minds, the simple goal of digitizing the biometric can be achieved and made open source.

Reason for applying to the Mission Billion Challenge:

I believe that this issue will be my lifework. I am passionate about identity and online privacy. As a founder of several startups I am constantly running into the identity verification problem. I am troubled by the constant abuses and flawed business models in the industry. 

Key barriers to the solution:

1. Key barrier #1 - Support -  Getting enough people to rally around a single solution.

2. Key barrier#2 - Money - A solution to properly support 1 billion people requires a lot of money for testing, implication, legal constraints and rollout. 

3. Key barrier#3 - National Security Considerations - As a US company that is providing an open source biometric solution, there will be great interest from  nation states.  Our privacy centric model will challenge those assumptions and models.
